Electroplated pads hold a single layer of diamond on a flexible backing. That suits hand work where the tool needs to conform to an edge and stay cool without a water feed.
Edges, returns and cut-outs cannot be reached by a machine. Hand pads are what make those areas match the machine-finished surface.
